Vacation houses on the islands

Apparently it used to be illegal to build on some of the islands, but it wasn't illegal to camp there. Canny people started adding wooden 'wind breaks' and such to their camps, which eventually resulted in full-blown houses! The authorities said that the buildings can remain, as long as they are painted in standard colours and are within certain size limits.
